This is the last step in conducting a rapid policy analysis concerning cost and impact of Screening and Brief Intervention on the Medicaid program.

Medicaid requires external organizations to review the quality of SBIRT services before it would pay for these services.  Select the type of review process you recommend (you can complete this form multiple times to recommend different review processes)?

Describe what will be done.  Here are some examples:

  • Accreditation:  The reviewing organization visits the SBIRT program at designated intervals and conducts an onsite survey of practices, according to comprehensive standards set by a recognized independent specialized agency.  The reviewing organization certifies the quality of care of the SBIRT program.
  • Concurrent review:  At point of care, the client is required to call into the reviewing organization utilization review nurse and answer questions regarding the need for the service and obtain pre-authorization.
  • Pay for quality:  Reviewing organization would gather data on impact of SBIRT services of one organization on Medicaid and recommend an adjustment to the pay per visit rates for the organization in subsequent year.
  • Publicly displayed benchmarks:  The reviewing organization will gather data on period outcomes of SBIRT services and the SBIRT program would provide the information to potential clients before the start of the SBIRT services.
  • Retrospective reviews:  Periodically, the reviewing organization will pull the records of a sample of clients and examine if they were provided with the appropriate services and whether there is any indication that over time they had positive outcomes.
