Key Qualifications

Dr. Ismail is a physician with 20 years of international experience in reproductive health, maternal and child health, and primary care.  With his extensive experience in the development and management of reproductive health and population projects, he brings a broad familiarity with the dynamics between collaborating agencies, including public-private partnerships; nongovernmental organizations; community-based organizations; cooperating agencies; and donor agencies (e.g. UNFPA, UNICEF, USAID, European Union).  Dr. Ismail has worked in the areas of primary health care, maternal and child health, family planning, and reproductive health in 14 countries in Asia and the Middle East.   As a director for Asia/Near East/Europe region, Dr. Ismail significantly expanded the organization’s scope and reach in programming in ANE countries, making it the fastest growing region in the organization.  Dr. Ismail’s technical managerial specialty focuses on quality management in the healthcare setting.  As a certified instructor in healthcare quality, he teaches graduate courses for professionals seeking certification in the field of quality and also guides health facilities through the accreditation process.  As an affiliate Faculty, George Mason University, he teaches a variety of quality courses for the quality certificate. As a native of Egypt and fluent in Arabic and English, Dr. Ismail has intimate understanding of Middle Eastern cultural sensitivities.

Before joining JHPIEGO, Dr. Ismail was a quality assurance healthcare consultant and Chair of the Task Force for Education in Healthcare Quality Management for Inova Health System.  Dr. Ismail’s experience with quality reproductive health care extends over two decades. Earlier in his professional life, as Population Advisor for the Egyptian Ministry of Health and Population (MOHP), Dr. Ismail was contracted by the World Bank to design a health sector reform plan for the Government of Egypt and to develop a strategy for improving standards of care in reproductive health.  As the CEO of Development Systems International, he led several quality improvement projects throughout Egypt and the Middle East.  While he was employed with USAID in Cairo, Egypt, he implemented the first National Quality Improvement Program in the Family Planning Clinics in Egypt and collaborated with JHPIEGO to establish the Regional Center for Training and Reproductive Health at Ain Shams University in Cairo. Additionally, with Pathfinder International, Dr. Ismail designed and implemented reproductive health programs in Turkey, Yemen, and Lebanon.

Provided executive management and programmatic leadership to the ANE Regional Office. Oversaw program activities in 14 countries, with combined budgets of over $15M. Initiated new country programs in Pakistan and Afghanistan; resumed work in India and Philippines; identified new donors in the private sector. Population Advisor for the Egyptian Ministry of Health and Population (MOHP), 1996 – 1999

(Contracted by the World Bank Project in Egypt) - As Advisor, represented the MOHP in multi-organizational task force that developed the original design of the Health Sector Reform for the Government of Egypt. Drafted the first population strategy for Egypt.  Implemented and evaluated a training program for more than 4000 employees.  Successfully designed and negotiated several health projects funded by World Bank, UN and EU.

Advisor to the Egyptian Ministry of Population and Family Welfare (MOP), 1993 – 1996 (Contracted by United Nations Population Fund UNFPA) - Organization and Management of the International Conference on Population and Development.  Working with NGOs and the private sector, founded the Egyptian Society of Quality in Health Care and organized the first national conference on health care quality in 1995.  Liaison between UNFPA and the Government of Egypt.  Designed and implemented Capacity Building Program for the MOP
